The conventional definition of shielding effectiveness is a ratio of two field quantities. It does not allow directly the evaluation of the interference suffered by a circuit inside the shield for a given external threat. Our proposed programme sets out to re-define the term shielding effectiveness in such a way that the new definition will allow such quantitative predictions. Previous work has indicated that the typical contents of a shielded enclosure, circuit cards etc, can be represented in numerical models by resistive planes. From this observation we intend to design a set of 'typical contents' for a shielded enclosure based on absorbing materials and instrumented with field probes. These will enable an estimate of the energy absorbed in the contents to be measured. The absorbed energy will then be related to the incident threat energy. Such a relationship would indicate the efficiency of the shielded enclosure. We are proposing an experimental and computational study of the problem. The result should be a new definition of shielding effectiveness that equipment designers can use directly and with it a measurement technique to evaluate the new definition.
