The allocation of housing within local authorities presents major problems, particularly if sustainability objectives are to be addressed. This research develops a spreadsheet model to estimate travel demand, energy consumption and emissions level at the county level. Different housing options will be tested to determine what the implications are for travel and energy emissions. This model will be tested and validated into local authorities in England, and links will be made to socio-economic data so that indicators of sustainability can be obtained. As a result of the research, a practical tool will be developed and made available to local authorities in England.
