We are interested in developing a theory of particle rationality in resource-bounded agents like ourselves. Consequently we assume that our agents have mental states, consisting of beliefs, desires, intentions, goals, obligations, etc, and that their capacities for reasoning and acting are limited. While much work has been done on formalising various components of such agents, little has been done on the interactions between them and what Nils Nilsson calls the rational balance amongst them. We propose (1) to investigate this problem by developing the planning theory of rational agency proposed by Bell, (2) to using and extend Bell and Huang's previous work on nonmonotonic and modal logics to produce a logical formalisation of the planning theory, (3) to implement a prototype of the theory, (4) to prepare for formal collaboration on applications with companies such as BT and ICI.
