With the high demand for multi-media services, packet transmission is expected to be one of the primary transmission techniques in the Third Generation Mobile System (TGMS) because of its high flexibility. On the other hand, it is believed that wide-band CDMA (WB-CDMA) will play a dominant role in TGMS. Therefore we intend to develop a media access strategy (MAC) to use the scarce radio resource as efficiently as possible to provide a Quality-of-Service guarantee for multi-media traffic within a packet WB-CDMA system. We use UMTS (Universal Mobile Telecommunication System) as our guide for the systems of the future. In order to comply with UMTS standards which employ a variable spreading gain WB-CDMA transmission scheme, we propose to enhance our MAC strategy within this framework by jointly using power allocation, rate allocation and hybrid ARQ schemes.
