Renewal of composite flat roofing materials at a rough estimate produce at least 400,000 tonnes of waste per year in the UK. The annual resource cost in terms of bitumen could be at least 20M per year in addition to landfill charges in excess of 20M per year. Against a background of increasing costs, it is opportune to investigate the potential for recycling into new roofing products or into bituminous road-making materials. Although there are some instances in the US of recycling into roads, it is necessary to advance knowledge on UK materials before investment in recycling can take place. The work proposed is concerned principally with cost-effective means for collecting materials, the appraisal of processes for recycling, the performance of the products in comparison with virgin materials, and the dissemination of the results widely in the roofing, recycling and waste industries. Successful application of the work would assist in the competitiveness of the UK construction industry; diverting bitumen from landfill would improve the UK balance of payments, reduce pollution and conserve landfill space.
