In the UK, the last twenty years have seen significant benefits yielded by research investment in corpus-based NLP systems. The development of appropriate corpus resources has led to advances in lexicography, machine translation and a host of NLP tasks. Throughout this period, however, the investment of resources in UK non-indigenous minority languages (NIMLs) has been negligible. Recently, the EPSRC included within its mission statement the task of serving NIML speakers in the UK. However, as this group has not been targeted previously by language engineers, a variety of problems present themselves to would-be developers of projects and to assessors of project proposals. These problems are those awe have outlined in the Objectives section. The NIML situation is made more complex as these languages, although spoken by European citizens, are not officially recognised by the European Commission and hence Europe-Wide funding for NIML based projects is at best unlikely. MILLENNIUM seeks to clarify the situation regarding the development of resources for a wide range of NIMLs, by answering all of the questions presented in the Objectives section. MILLENNIUM will cover at least Bengali, Chinese, Gujarati, Hindi, Punjabi, Somali, Urdu and Vietnamese.
