Accurate network planning is vital for the success of 3G networks. Commercial network planning tools involve a radio planning expert to manually select and configure sites in an iterative process. Since there are many tuneable parameters, using such a process is very time-consuming and it is very unlikely to obtain the optimal network configuration. The existing research on radio network planning turned the problems into NP-hard capacitated location problems that are out of the reach of state-of-the-art optimisation algorithms. Therefore, in this project, a completely new way of thinking is proposed to automate and optimise the process of 3G network planning. A novel algorithm called ICPOA (Incremental Cell Planning and Optimisation Algorithm) and an integrated planning methodology are proposed to automate and optimise the network planning. ICPOA is fast, practical and significantly different from the existing research. Traffic modelling, radio resource management and propagation model tuning will also be investigated. The key ideas created in this project can also be used in other wireless networks. The proposed research will revolutionise the traditional network planning methods used in commercial planning tools. The principal investigator of this project is Dr. Jie Zhang at University of Luton; industrial collaborators include Ericsson, Siemens and T-Mobile. The cost of this project is 120K.
