A flurry of activity has been generated in the electromagnetics research community over the past three years. Attention has focused on recent experimental reports of a composite metamatedal which exhibits simultaneously negative electrical permittivity and negative magnetic permeability. The scientific and technological implications of these reports are far-reaching: (a) previously unobserved physical phenomena, such as inverse refraction, inverse Doppler effect, and reversed Cerenkov radiation, may occur in such materials, and (b) widespread microwave and optical applications, such as flat lenses with extremely high resolving power, may thereby become realizable. However, the electromagnetic characteristics of these exotic composite metamaterials are poorly understood. The proposed study is aimed at elucidating this matter by means of a conclusive theoretical study. This is to be achieved by: (i) analysing the measurable electromagnetic fields in the time domain (which avoids ambiguities associated with frequency-domain approaches), and (ii) considering all three spatial dimensions. Specifically, the interaction of a 3D Gaussian beam with such materials is to be calculated in planar and nonplanar configurations. The work is to be carried out over two years by theoreticians at the University of Edinburgh, in collaboration with Pennsylvania State University
