The scoping study will prepare the basis for research into the question of how far and by what means, can towns and cities be planned so that they ar socially inclusive, environmentally sustainable and economically efficient. The particular focus of the Consortium is on spatial policy (in terms of desk, of land use dispositions, transport system configurations and built forms) in outer city areas that are experiencing or are likely to experience growth pressures. The research will involve a number of in-depth case studies, carried out in partnership with the city planning authorities, which will systematically test the effectiveness of alternative design strategies in achieving sustainability criteria. The scoping study contains three phases: Phase 1 will produce an initial report containing a review of literature, assessment of user needs, joint working agreements with other research consortium and end-users, and refinement of the research questions. Phase 2 will produce the research bid document for the main study and will establish the stakeholder groups in each case study city. Phase 3 will produce the final report containing the base line data and modelling parameters in each stud city, agreement on what extra work will need to be funded by the end-users to help the main program and agreement on the conceptual/theoretical frameworks which will shape the analysis of issues and evaluation of options.
