The primary aim is to develop accessibility models that more closely reflect user needs and perceptions. User needs and constraints will be identified for a number of disadvantaged groups in parts of London (Tower Hamlets) and West Yorkshire (Bradford), using existing data sources and a limited amount of additional survey work (using focus groups and self completion questionnaires). These will then be translated into parameters and relationships that can be incorporated into accessibility models, in various ways, and the two models modified to accommodate these changes. Additional local data will be collected to enable the modified models to be run, consisting in particular of additonal information about the public transport services (e.g. by time of day), the condition of the local road network (to measure ease of pedestrian access) and other relevant information (e.g. fear of crime). The models will be re-run, using forms of outputs that are easy for a non-technical audience to understand. These outputs will then be referred back to the local groups in each area, to see whether they accord with their own perceptions of their access to various types of destination. Provision has been made in the budget to modify the models or the forms of outputs used to better reflect user perceptions. Based on the findings of the research, recommendations will be made concerning effective modifications, and the authorities will apply them in their policy development processes. It is envisaged that the findings will be of value to international academic researchers, as well as to practitioners..
