Transport road network design is concerned with the problem of optimizing some measure of benefit to society with respect to some policy design variables, while anticipating the behavioural response of travellers that will be induced by the policy. Research in this field has traditionally focused on a homogeneous driver population in which re-routing is the only response, yet this does not concur with growing evidence that network changes bring about significant demand responses other than re-routing. Neither does it fit with the growing political interest in examining equity issues, such as the distribution of benefits across income groups. The aim of the proposal is to advance research in the field of network design by incorporating: i) travel demand impacts, ii) distributed values-of-time, iii) differential demand elasticities, and iv) uncertainty in travel utilities. This will be achieved through the method of linear sensitivity analysis, with heuristics employed to convey summary features of the response surface to the planner. Consultations with planners will be made to ensure the practicability of the resulting design tool. Applications to illustrative, yet realistic, continuous and discrete network design problems will be developed and tested.
