The problems of managing the evolution of distributed tertiary courseware will be taken as a case study for Oasis Role-Based Access Control. We will revisit and refine the requirements for managing the evolution of distributed tertiary courseware (TCW) that were identified in the MANTCHI project, paying particular attention to access control requirements. We will define a process for cross-organisational evolution and management of TCW. We will design and implement Oasis for the TCW application area as the access control for a large-scale prototype distributed TCW environment. We will conduct a full-scale trial over two semesters with significant numbers of tutors and students as in MANTCHI. We will conduct early and late evaluations, the early evaluation being driven by scenarios derived from MANTCHI and from experience with remote support for workplace education. The late evaluation will use the SESL methodology developed at Lancaster. The experience as a whole will be evaluated in the more general perspective of the distributed creation of information contents.
