Speed management is seen as a key element of the government's new road safety strategy. Models based on data from extensive cross-sectional studies demonstrate the potential reduction in accident frequency achievable through reductions in mean speed, the proportion of speeders and the speeds of speeding drivers. Cross-sectional studies, however, inevitably compare the relationship between speed and accident frequency on apparently similar roads rather than determining the effects of a specific scheme on a given road. While some longitudinal studies of roads subject to a particular type of scheme have been published, reliable empirical evidence about the effects of speed management schemes is incomplete. There are a number of reasons for this including a failure to control for the effects of factors other than treatment and a failure to study the impact of schemes on speed distributions together with the consequent impact of accident frequencies. The project will involve a longitudinal study of schemes designed to enforce 30mph limits to establish their impact on accidents and speeds. A better understanding of what is achievable in practice will ensure improved targeting of limited road safety resources.
