Photodetachment of negative ions provides a general route to hitherto inaccessible neutral systems which are of novel chemical interest. We propose the development of a new state-of-the-art photodetachment and photofragmentation spectrometer, which combines the powerful photodetachment techniques of ZEKE-photoelectron spectroscopy and neutral particle detection. Negative ions and clusters will be prepared in a novel source which provides intense jet cooled compounds, which are then mass selected prior to photodetachment. High-resolution ZEKE-photoelectron spectroscopy will provide detailed information on the structure and energy levels of the photodetached neutrals, and energy and position sensitive neutral particledetection will then be employed to investigate the evolution of the neutral systesm following photodetachment. Throughout the instrumental development, emphasis will be placed on developing a spectrometer which represents a world-leading facility for photodetachment spectroscopy. The spectrometer can be applied to study a wide range of neutral molecules and clusters which would be difficult to access using conventional methods (e.g. free radicals, unstable collision complexes and size-selected clusters). We illustrate the utility of the spectrometer with reference to two areas of research; the investigation of halogen oxides and solvated complexes which are of cruicial interest in stratospheric chemsitry, and the high-resolution spectroscopic characterization of electron-transfer states.
