The fuel crisis of last week was, in effect, an impromptu experiment in driver behaviour in response to the imposition of vehicle fuel rationing. This represents a rare and important opportunity to gain fresh insights into car dependence and how households and individuals can adjust their routine and tripmaking to influence the extent of dependence on the car. It is perhaps the first time for some 30 years that researchers have had the opportunity to gather revealed preference as opposed to only stated preference data on such matters on such a wide scale. However time is of the essence. With no advance warning of this 'experiment' taking place the full process of conducting a survey must be compressed into a matter of days to ensure that the public are given the opportunity to record their experiences of the fuel crisis before the memories of such events fade. This proposal, in effect, is requesting emergency funding to enable, with immediate effect, the capturing of rare and potentially highly valuable information. The urgency of the situation dictates that this proposal seeks only to fund the design and implementation of the survey itself. Once a set of survey responses has been acquired (and the overall level of response is known) a follow-up proposal will be prepared and submitted to conduct data entry, analysis, reporting and dissemination of the findings of the survey.
