Best practice, benchmarks and benchmarking tools have been successfully used within manufacturing industries for over 30 years to monitor and improve business performance. However, whilst both Latham and Egan highlighted the role that benchmarking could play in improving the performance of UK construction the uptake of Key Performance Indicators (KPI's) within the social house building sector is very limited. Given that by 2003/4 the entire social housing grant allocation must be 100% Egan compliant Registered Social Landlords are clearly provided with the incentive to change the way they procure their new build housing, which accounts for about 20% of the total annual new build housing in the UK. Before this change can be achieved however significant issues have to be addressed. These include: the lack of experience and infrastructure for benchmarking and KPI monitoring; knowledge of current performance levels; and the relationships between various KPI's and improved performance. This project will use the opportunity offered by the 2000 unit AMPHION housing programme to: identify and calibrate a range of KPI's applicable to RSL sector; develop a simple and robust method for on-site monitoring of KPI data; and map the cause/effect relationships between the various KPI's and improved house building performance.
