This proposal is for a 12 month scoping study employing one RA to investigate the various approaches to the performance measurement of buildings and thereby determine whether a structured method of measurement can be evolved and highlight its most likely form. The primary aim of the scoping study is to identify the nature of the existing tools and techniques for measuring buildings against the client's requirements for strategic and operational performance and the methods for managing change to meet those requirements. The output is aimed at assessing the suitability and accuracy of these current performance measurement tools and techniques and thereby clarify whether they can be collated to form a best practice toolbox or whether further research is necessary. The proposal brings together four academics skilled in the measurement and management of value in construction, facilities management and strategic management in manufacturing together with Ove Arup and partners manufacturing section as the prime collaborator. Ove Arup bring with them a diversity of manufacturing clients together with engineering and facilities management expertise.
