Interoperable, networked libraries will make vast numbers os research documents accessible to academic and industrial researchers. However, the challenge of providing computational support for assessing the significance of research documents, as judged by domain experts, has yet to be addressed. Current digital libraries, metadata and ontological schemes provide no way to represent conflicting claims and perspectives in a literature, and hence little analytical leverage for analysing the history, impact or structure of concepts. This proposal presents techniques and technologies from our previous work in scholarly publishing, knowledge modelling and information visualization. These would underpin a web server for distributed research communities to represent evolving concepts, and debate about those concepts. The server will maintain an active semantic network reflecting researchers' claims, providing computational services including knowledge-based agents, structural computation and analysis, and visualizations of the literature.
