The UK National Air Quality Strategy recognises transport as a principal source of atmospheric pollutants, particularly in urban areas, hence a goal of the 1999 Transport White Paper is to combat air pollution through better management of urban traffic. Several transport policy options are available, including road pricing, mode switching and infrastructure development, but their air quality implications are unknown. This research will apply a chain of dynamic simulation models of traffic flow (SATURN), pollutant emission (ROADFAC) and dispersion (ADMS Urban), integrated within a geographic information system model (TEMMS), so that exceedences of current or proposed air quality standards can be mapped at a fine spatial scale (200m cells), in response to alternative urban transport policy options. Using government exposure-response relationships, and a novel assessment technique developed for water quality, the health effects, as disease burden in an exposed population will also be estimated, and the utility of this information compared with the standards exceedence data by an expert review panel. The research will assist local and central government in identifying transport policy options that can improve air quality in the fairest and most cost efficient manner, thus enhancing the quality of life in Britain's towns and cities.
