The unique aim of this proposal is to produce a measurement system that can characterise the dielectric loss and permittivity of low loss high permittivity materials, in planar from in the frequency range of 1 to 6 GHz. This proposal is particularly concerned with the performance of Dielectric Resonators (DR) and the losses of the substrates used for growing thin films of High Temperature Superconductor (HTS).Dielectric Resonators (DR's) are commonly used as elements for filters for mobile communication basestations, in the frequency range 900 to 1800 MHz and there is a continuing demand to reduce the losses of these materials. Measurements at higher frequencies on Dielectric resonators suggest that the dielectric losses at mobile comms frequencies should be very much smaller than are attained at present. The cause of this has been a matter of great speculation in the field for some time, but it has never been possible to perform the measurements on small planar samples at these low frequencies until now. This is a question of both great theoretical and commercial interest. In a similar manner a characterisation system for measuring the losses of HTS substrates would be equally useful for the circuit designers.
