The proposal is motivated by the interest in the reallocation of road space from cars to pedestrians, cyclists and public transport. Recent research (summarised in Traffic Impact of Highway Capacity Reductions, MVA, February 1998) suggests that the consequences may not be dire. This proposal suggests the treatment of road space reallocation as a Network Design Problem (NDP). The NDP has two levels. The upper level reallocates road space to optimise some measure of net benefit, taking the costs of the reallocation and the benefits of improved accessibility into account. The lower level represents the user response to the reallocation. For the lower level, the Path Flow Estimator (PFE), a flexible path choice model, will be extended to represent joint destination, mode and route choices, as well as trip induction/suppression. Efficient solution procedures will be sought which respect the bilevel (or leader-follower) structure of the NDP. A workshop will be held on bilevel programming applications in transport. The end result will be a software tool to assist decision-makers reallocate road space in a way that best meets their objectives.
