The proposal is for a six month scoping study as Phase 1 of a two stage investigation into retail client refurbishment programmes. The scoping study is to define the parameters and boundaries for the second phase investigation. It would address the problems generic across and also specific to clients in different retail sectors. Identify processes, procedures and appropriate benchmarking metrics to be adopted in Phase 2 and validate the results through an expert seminar. A literature review will establish the current state of published knowledge in the area and support fieldwork conducted through interviews and workshops with collaborating clients. A small group of volume procuring clients have agreed to collaborate on the project. They represent a diverse range of industrial retail sectors that are experiencing a common series of problems in upgrading or adapting their national network of retail outlets to changing market pressures or from corporate restructuring initiatives. Phase 2 would build on Phase 1 and would involve an action research methodology to implement and monitor a continuous improvement programme in collaborating clients.
