We intend to construct a prototype personal video communications software based codec capable of effective operation at very low bit-rates (Below 64K-Bits p/s) and possibly in an extremely low bit-rate (below 10 K-bit/s) environment. The proposed approach would involve a two-layer system. The top layer consists of a knowledge-based coder, while the bottom one is a waveform based coder operating on image segments (rather than rectangular blocks). Since the knowledge based coder requires a predefined model of the head and shoulders scene, widely used Candide-II wire frame, offering a good compromise between model complexity and fidelity of scene reconstruction, will be applied.This two-layer scheme will be assessed by subjective assessment on a typical video sequences
