The overall aim of the work is:To develop an optimal whole-life cost approach to rehabilitation planning of water distribution systems, thereby enabling maximum benefit to be derived for a given investment within a known pipe network. Specific objectives are:a) To develop a model of pipe environmental, climatic and pipe descriptive data pertaining too specific pipes or groups of pipes in a pilot zone.b) To develop a Model of consequences and criticality of failure using FMECA or similar techniques.c) To develop a methodology for identifying a risk factor for each pipe based on the likelihood of bursts and water quality failures.d) To develop a methodology for calculating acceptable risk factors to take account of the consequences of failure, the cost of replacement, the cost benefit of pipe replacement, and the new levels of leakage.e) To develop a simple tool for predictive planing to assist in the better co-ordination of leakage control and rehabilitation activities.f) To develop a model of mechanical reliability based on the concept of renewal theory.
