Recent concern about the cost and environmental impact of bypass construction in rural areas has stimulated interest in trunk road traffic calming. This proposal seeks to clarify the costs and benefits of trunk road traffic calming, with a view to extending current COBA procedures to include the noise, emission, community severance, safety, visual and quality of life impacts of such schemes. The investigation has tow elements; the first is a quantification of noise and emissions using a microscopic traffic simulator, while the second is and evaluation of the qualitative impacts using stated preference a contingent ranking techniques. Three case study towns in England and Scotland, selected in conjunction with the Department of Transport and the Scottish Office, will provide an illustration of the likely costs and benefits of trunk road traffic calming.
