This research will unify existing approaches for the analysis of road accident frequencies. The purpose of this is to inform road safety policy and practice by indicating the relative sizes of various contributions to accident reductions. The three main approaches to be investigated are large-scale models of long-term national trends, log-linear modelling, and empirical Bayes Techniques. The project will develop statistical analyses that combine and enhance these established ones using data from several British local authorities for a period of more than 10 years. The research will draw upon the knowledge and expertise of local authority practitioners and consultants who are active in the road safety field. The results of this analysis will quantify the contribution of any progressive changes in driver behaviour, and vehicle construction and use. The statistical models developed will provide a reference for the identification of suitable sites for accident investigation and prevention work, and for the evaluation of this treatment. The resulting unified apporach will take into account long- term temporal trends as well as traffic characteristics and accident history of each site, making allowance for bias by selection and related effects where these are operative.
