This proposal concerns the prototyping of a Web Resource Distributed System which combines parts of three strands of current research together to produce a novel, low cost, high performance method to access multi-media data via the internet. This system ensures maximum data locality with the power to predict user access for a particular application, therefore reducing user access time and costs. To achieve this, multi-level metadata is stored. Metadata is currently used to increase searching power over the Web. But its usage can be extended to provide the system with the intelligence to not only place data in the most effective area of the cache hierarchy and anticipate the user access patterns, but make knowledgeable decisions on how to provide the user with that data. Furthermore, we aim to validate our work using current user data obtained by Cerberus.
