To elucidate a new finding that topological disorder induces a high density of low energy magnetic states in a magnetic glass by systematic studies of the magnetic, optical and vibrational properties of rare earth metaphosphate glasses. These glasses have highly novel magnetic and magneto-optical properties with potential applications in laser and optoelectronic sensor technologies. Fundamental magneto-optical effects induced by excess low-lying magnetic states to be studied include: (i) fluorescence line broadening, (ii) recently discovered magneto-optic peaks in the Raman spectrum, (iii) magnetic field dependence of refractive index. Our primarily technological objective is to make lasting experiments.
