Traffic assignment models predict traffic flow in networks and are essential or assessing network performance. There are many traffic assignment programs; but few of these allow systematically for strict capacity constraints and explicit queuing and none seek to optimise the signals to improve network performance, taking route and mode choices into account.We propose (1) to extend our existing traffic assignment programs at York and Newcastle, which do already take into account of strict capacity constraints and explicit queuing, so at to take correct account of route-choices when setting signals; (2) to extend the programs to incorporate different user classes, modes and ,using new ideas due to Bell et. at., variability, and (3) t demonstrate how these programs may be used to improve the control and management of urban and motorway traffic, taking reasonable account of drivers day to day route and mode choices. Gating strategies will be an essential part of the work.We shall illustrate the achievable benefits of managing traffic using existing signal controls on network models of (i) part of Newcastle [including part of a motorway] and on York.
