This project involves an investigation into a novel speech coder design. In this so called (recently invented at University of Surrey) Time Envelope Vocoder, speech is compressed down to 1.6 kb/s. Although the speech quality at such a low bit rate is considered to be good, we found it to be variable. The main reason for this is the variations in the speech synal characteristics. It is therefore very important to make the speech analysis block size variable so to allow adaptability to the changing sound characteristics. This, we fell, will improve the speech quality significantly. Although it will lead to a variable bit rate coder, the overall average bit rate is expected to be well below 2.4 kb/s. This will then be further enhanced by flexible coding structure and switchable parameter quantisation schemes.
