This is a proposal for a study of a small portable hydroelectric power plant using the velocity of a stream of tideway. The device floats on the water and is held in place by mooring it to the bank. It is cheap and simple, and the largest part can be inflatable, so that it can easily be transported. Perhaps its most attractive feature is the absence of civil engineering works and the ease and speed with which it could be deployed.The proposed power plant could provide an inexpensive alternative to small diesel generators in many places. Experimentation is needed to learn how to design the plant. The fluid mechanics is complex, because of free surface effects (waves) modifying the flow, and the design of the blading needs to be unconventional.
