Traffic assignment techniques fall into two classes: user equilibrium (UE) methods and stochastic methods. UE methods are deterministic, include capacity restraint, and are best suited to congested urban networks. Stochastic methods are probabilistic, this variation representing drivers' imperfect kknowledge of network conditions. They do not incorporate capacity restraint and are best suited to lightly-congested inter-urban networks. This research will develop a new Stochastic User Equilibrium (SUE) model, thus unifying the field of static assignment. Development will fall into three stages. In the first stage, capacity restraint (in the form of link cost-flow relations) will be incorporated into a recently-developed pure stochastic assignment method. This new, probit-based, method overcomes the weaknesses which have restricted the applicability of the best-known previous stochastic methods (Dial and Burrell). The second stage will enable junction modelling to be used, and the final stage will extend the model to allow for multiple user classes, to enable the modelling of the effects of driver information systems, which reduce the level of uncertainty in drivers' knowledge of network conditions.
