The programme is aimed at investigating the potential for urban variable message signs as a means to reducing urban congestion and its associated adverse effects. The research will include a review of the current situation, identifying opportunities and hindrances to implementation and then evaluate potential VMS effectiveness in a range of network, traffic, and control scenarios using enhanced RGCONTRAM and SD modelling tools developed at Southampton. The development and testing of applicable proportional routing strategies will be a key element of this work, and the latest driver response models will also be incorporated. New VMS installations in London and Southampton will also be examined, and long term (1 year) data monitoring undertaken at appropriate locations including traffic data automatically recorded from SCOOT. An analysis of the network effects of VMS for different conditions will then be undertaken leading to recommendations and guidelines for urban VMS operations based both on the modelling and monitoring results.
