The objective of the proposed research is to develop and test new methodologies for value management during the early stages of building design. The theoretical background is provided by the concept of group decision support as developed within the emerging field of 'soft' operational research.The research will build on the investigator's previous work in developing a 'decision conferencing' strategy known as SMART value management. Whilst the SMART approach has been adopted by several leading clients and value management consultants, it has become increasingly apparent that it is by no means appropriate for all design situations. There is therefore an urgent need to match different methodological approaches to different problem situations. The research is essentially exploratory in nature. The chosen methodology involves the observation and analysis of simulated value management studies using case study material. This will involve the active participation of both researchers and practitioners. Particular emphasis will be given to the potential benefits of the following methodologies: (i) strategic choice; (ii) soft systems methodology; (iii) strategic options development and analysis. These approaches are as yet untested for the purpose of providing group decision support for value management.
