At present, insufficient is known about the effects on traffic assignment, both local and network-wide, of the introduction of traffic-calming. This research will attempt to quantify both the actual and perceived traffic-calming effects on vehicle-users' route-choice behaviour. These effects will then be used to adapt and enhance the generalised cost model in CONTRAM 5, to model traffic-assignment more accurately at the local level, where area-wide traffic-calming measures are introduced.The enhanced CONTRAM 5 assignment model will be used to test a range of alternative management strategies, to improve traffic circulation within urban areas, based on modified forms of urban road hierarchy. At a time when public attitudes towards vehicular traffic in environmentally-sensitive areas are hardening, it is important to find ways of evaluating the effects of traffic-calming measures in a consistent and quantifiable way. A manual will be drafted to advise traffic engineers as to how best this might be done.
