Summary on Grant Application Form
To investigate networking aspects of LEO/MEO satellite constellations. To simulate performance of call set up, mobility management and call control aspects of candidate constellations and to propose and validate new forms of network control.Progress:Several existing constellations have been simulated (eg. Iridium, Globalstar, Maggs 14) on a purpose built constellation modelling tool called SPOC. Satellite diversity has become a particular issue, especially in LEO systems using CDMA. Diversity of Iridium and Globalstar has been investigated and found to be very non-optimal. A new constellation of 64 satellites called Deligio has been proposed, which provides 100% diversity between 70 latitudes.A network model based upon GSM LAP-D protocols has been set up and call set up performance of the Maggs-14 system evaluated as well as a new position location and reporting system which optimises the signalling channel costs. We have also started to examine handover criteria and found that the GSM protocols need to be modified to backward handover to work with LEO/MEO systems. The tools to continue diversity/ call control and handover performance have been established and work is progressing well in obtaining performance criteria.
