|
We propose a multidisciplinary Network of academics, practitioners and end users to identify innovative applications of surveillance technology for detecting and preventing crime. The Network's primary focus will be on maximising the effectiveness of emerging technology by linking what it is possible to do technically with what is required organisationally and tactically. The Network will pioneer an integrated approach to crime by combining the skill and expertise of vision scientists with an understanding of how criminal opportunities arise and are exploited by offenders (environmental criminology) and how action can be taken to close these off (situational crime prevention). All aspects of surveillance will be explored: technical capabilities and limitations, anticipated uses and the criminological assumptions underpinning them, deployment and targeting (people, property, places), the needs and abilities of end users, the socio-environmental context, and ethics. The Network will be funded for two years and led by experts in Environmental Criminology (Hirschfield, Liverpool) and Visual Cognition (Troscianko, Bristol). It will comprise 27 academics, representatives from 2 product exploitation companies and 5 other partners (constabularies and local authorities). Two project partners, the North West Development Agency (Foresight Team) and the Government Office NW Crime Reduction Team will provide advisory, in kind, and financial support. Meetings of the Network Steering Group, consisting of 6 people drawn from the membership, will be four-monthly; there will be two meetings a year of the whole network, including plenary and specialist sessions. There will be a website, and annual workshops. The deliverables will be new inter-disciplinary research projects and a contuniation (and evolution) of the Network.
