The primary objective of this proposal is to support an international symposium on the theory and practice of congestion charging, to be held at Imperial College London from 18 to 20 August 2003. The symposium, dedicated to the late Professor Peter Hills, will bring together a group of leading experts on the theory of congestion charging from Hong Kong, Japan, United States, Singapore, Norway, France, Sweden and the UK. The secondary objective of the proposal is to distil from the symposium a thorough review of the state of the art in congestion charging theory, to suggest a sound theoretical basis for policy recommendations, and to identify areas of theory requiring further research. The symposium follows the introduction of congestion charging in London this February, which is generating considerable interest around the world.
