This proposal relates directly to the ongoing, EPSRC funded, Ionospheric Scintillation project (GR/N65066/01), which represents the IESSG current contribution to the study of the effects of such disturbances on GPS. Our aim is to expand the scope of this project by adding the contribution of a Visiting Fellow with extensive experience in ionospheric science. He has background and expertise in areas that complement those of the Investigators. The ongoing project, driven by the IESSG strong background in space geodesy and satellite navigation, will be enhanced by the Visiting Fellow's insight, from a different perspective. Forecasting and minimising the effects caused by ionospheric irregularities on navigation and positioning represent an outstanding problem. In order to develop any model or forecasting technique, it is necessary a large database and a complete understanding of the electrodynamics processes that originate the irregularities causing scintillation. We propose to perform this analysis using the IESSG database and the Visiting Fellow's specific expertise, to characterise the occurrence and magnitude of scintillation over Northern Europe. This will be in addition to the originally proposed impact and performance analyses, and will support the IESSG ongoing project in identifying GPS related problems that would be associated to these events.
