The proposed research concerns the longstanding problem of characterising the momentum transfer that can be achieved by wind blowing across water.This is an important problem for ocean modellers but remains poorly understood since the full problem is almost intractably difficult involving a number of different stages each with their own uncertainty. We propose to attack this problem afresh using a novel variational approach which has been used with success to extract information from other possibly turbulent systems. This approach has recently become feasible through the emergence of a new model due to Liu & Shkoller(2001) which smoothens the possibly jagged air-water interface in a controllable way. The problem we propose to study will be a simple sheared configuration in which a constant wind is applied at a certain height above the air-water interface and the water velocity is forced to vanish at some depth below. This set up ensures that a statistically-steady state of momentum transfer through the surface should exist. We hope to produce a rigorous upper bound on the flux possible by imposing only a special subset of dynamical constraints such as energy and momentum balances derived from the governing equations on allowable velocity fields.
