Stage 1, conceptualising and identifying stakeholder requirements, will model idealised travel demand and access needs of people and organisations and link these to transport options (demand-responsive and acheduled) to meet each need. Personal construct psychology will be used in interviews to analyse factors affecting travel behaviour, and to identify potential levers to encourage public (community, scheduled, demand-responsive, etc.) transport to be associated with positive core constructs. Stage 2 will develop the information and management approach to help stakeholders to make the necessary links to participate in co-ordinated transport and travel action. The categories of knowledge and information, needed by each stakeholder to build the confidence to participate in the system, will be central to the recommended approach. Relevant mechanisms to allow the maximisation of stakeholder choice and control will be identified within the approach based on the results of survey work, to maximise behavioural change motivation. Principal output will be recommendations for management requirements to enable co-ordinated action ensuring that each stakeholder has appropriate information to encourage participation in the provision and/or use of transport service.
