The primary objective of this project is to develop a paradigm for a new video coding algorithm. The proposed compression scheme is based on the fact that each video object in the scene could be represented by a non-stationary model. Therefore, coding is down to identifying the temporal changes in each defined model. The complexity and accuracy of this model can both determine the bit rate and quality of the corresponding video object. Thus, different objects could be coded with different levels of complexity and accuracy according to their importance in the video scene, hence achieving a content-based scaleable output.
