Government is strongly urging local authorities to encourage more sustainable travel patterns, in part through the reallocation of roadspace. However, there is little practical experience and few analytical concepts upon which authorities can draw. This Feasibility Study seeks to formulate a full FIT proposal to develop a design tool to assist in roadspace reallocation exercises. This involves identifying user needs in some detail, and developing a full specification for the design tool, taking into account existing software and programming language options. The proposal envisages a 'core' module, that would be used to physically design road layouts, linked to other modules that would take into account trip generation/attraction characteristics of frontages, impacts on traffic flows on that link and the surrounding network, provide a formal assessment framework, and possibly a 3-D streetscape visualisation capability. As a by-product of the feasibility study, a Good Practice guide would be prepared showing effective examples of roadspace reallocation - thereby providing a direct benefit from this research investment.
