Good economical prospects for the exploitation of the Ka/V band frequency spectrum justify the study of up-link geostationary satellite communication systems with embedded multiple fade mitigation techniques. Significant performance gains are possible if the communication system is permitted to evolve its parameters over time to meet the changing meteorological constraints resulting from the behaviour of the users and the propagation channel. This results in an adaptive margin matched to the time-varying nature of the faded satellite channel. This can be done by allowing the system to maintain an evolving model of the radiowave propagation characteristics with which it can test the likely best choice of communication parameters. This project aims at developing an on-line intelligent management algorithm of a broadband satellite up-link at 40 GHz with site diversity and up-link power control capability. The system will use joint beacon and radiometric propagation data obtained by Portsmouth and the Rutherford Appleton Laboratory during the European phase of the STENTOR satellite experiment.
