80% of maintenance and running costs are built-in to a project during the first 20% of the design process. Most of the focus on whole life appraisal has been on managing the product to optimise the costs and performance once it is completed and in use. There needs to be an integrated risk management process within whole life appraisal in order to help decision-making and allow a clear identification of whole-life risks. Risk management techniques and whole life appraisal techniques are not new; yet they have not been widely adopted, nor integrated at the design phase of a project.The aim is to develop a simulation tool that will enable a 'what if' process to be carried out on options proposed by the designer. These options would provide information on costs, performance and risk identification. Use would be made of a web-based internet facility using off-the-shelf software to enable whole life and risk management data to be shared between participants.
