Recent changes in the construction industry towards 'service contracts (eg PFI type contracts) emphasising service rather than asset delivery, are initiating fundamental changes to the 'project' culture. Traditional project priorities of least cost and compressed schedules have to be reassessed in the light of long term cost considerations and the need for low maintenance. Design for operability becomes of paramount importance when reasonability continues after asset delivery. This research will investigate the changes in team based construction organisation requisite upon the above changes in business environment. It will provide a set of field tested guidelines for assembling and deploying such team based organisations. A learning network of collaborating companies will be established to implement and develop the guidlines
