Because of the monopolistic nature of the distribution business, the revenue recovered is closely regulated by OFFER. Allowable revenue is now a function not only of the operating and capital costs involved in providing the service, but may also depend on the quality of service. Hence, network performance, traditionally considered from the network owners perspective, is now becoming customer driven, requiring an assessment of customers worth of supply and the benefit they derive by system investment.The overall aim of this project is to investigate and develop an integrated optimisation framework with associated techniques and prototype algorithms necessary for building software tools for evaluating and optimising alternative performance driven distribution system investment and operation strategies taking full account of system operating constraints. This framework will comprise: (i) strategy optimisation module that makes the decisions on the critical parameters that constitute a particular investment and operational strategy; (ii)strategy evaluation module that quantifies the adequacy of the proposed strategy and assesses the expected annual outage costs that correspond to it; (iii)sensitivity module that establishes the sensitivities between the reduction in the annual outage costs and the incremental change in each of the critical parameters of a given investment and operational strategy.
