The proposed research aims to address the construction industry's current ad hoc approach to HR scheduling through the development of a model to inform the strategic deployment of human resources within medium-large construction companies. The emphasis of the proposal is on the integration of strategic HRM priorities with the practical requirements of needing to assemble effective project teams, implement efficient succession planning and promote staff retention. Accordingly, it aims to provide a deployment model for meeting employee and organisational needs in a way which most efficiently resources individual project teams and operating divisions. The aim is for the model to act as a tool to facilitate HRM decision making in terms of project allocation, employee development and training provision. The proposed research differs from other approaches to manpower planning, which have been based on purely quantitative demand/supply models. These normative approaches are complex, and their development outstrips their industrial application. In contrast, the research proposed in this application aims to provide a practical tool based around the development of an appropriate performance management system. The proposed research offers an excellent opportunity to improve the competitiveness of UK construction companies, and the quality of life of those that work within them.
