The project aims to develop a methodology for determining optimal locations, and charging levels, for road pricing cordons. It will specify a series of objective functions, to reflect local authorities' requirements, including efficiency, environment, revenue and capital and operating costs. It will develop an algorithm for shortlisting possible charging locations and charge levels. It will then use an existing optimisation procedure to determine the combination of charging location and level which maximises the objective function. The methodology will be developed using the SATURN model of Cambridge. Transferability will be tested with SATURN models of other cities and another transport model of Cambridge. Tests will also be conducted for road pricing in combination with other policy measures. The results will be compared with those for cordons located using professional judgement, to assess the additional benefits from the method. Comparison will also be made between the cities tested. The research and results will be reviewed at several stages with a panel from central and local government and consultants, and will be widely disseminated.
