Chemical reaction rates in solution are to a large extent determined by the fluctuations in the liquid. It is proposed to study the solute-solvent interaction directly with ultrafast spectroscopy. Three types of experiments will be performed. (1) Ultrafast optical Kerr effect spectroscopy measures the low frequency (0-1000 cm-1) solvent Raman spectrum. (2) Teraphertz spectroscopy measures the complementary solvent IR spectrum. (3) Time-resolved terahertz pump-probe spectroscopy directly measures the solvent response to a chemical reaction. These three types of experiment will provide information on the nature of the solvent fluctuations, the static reorganisation around solutes and the dynamic solvent response. This will lead to improved models of solvent controlled chemical reactions.
